What are the rules for <p> <br\> tags

Thanks for this great skin!!

I am completely new on the field and am just building a new wiki.
For some reason the tags set on my pages seem to be quite random. Sometimes two enters result in a <p> tag sometimes not - I do not get it…please have a look on this page for instance:

This looks coming from wiki engine, so check wiki and see if you can find anything.
