Uploading word/excel documents to wiki

Hi Everyone

I'm having trouble fixing our localsettings.php file to allow WORD/EXCEL document uploads. I've put in all kinds of codes but I can't get it to work! If you look below I have all the coding, can you tell me if there needs to be any additions or corrections.
