In MediaWiki Skins section, i think it have "Navigation Menu" download only. then i don't click any link.

For those who search this thread and ask, what is the answer to the question?!?

The download page is hyperlinked to the image on this page:

Click the image in each menu series features list and you will find the download link.

I would agree that knowing that the images on http://paulgu.com/wiki/Mediawiki_Skins are hyperlinked to the specific download page is NOT apparent to the end user. It might be appropriate to add a hyperlink to the text, in addition to the hyperlinked image.
